Jodi Hill-Lilly

Jodi Hill-Lilly is the Commissioner of the Connecticut Department of Children and Families (DCF). She served as the Deputy Commissioner at DCF responsible for the department’s administrative functions including Fiscal Services, Continuous Quality Improvement, Human Resources, Organizational and Workforce Development, Information Systems, Multicultural Affairs and Systems Development for the last 5 years.   Mrs. Hill-Lilly has over 35 years of direct service and management experience in child protective services.

 Mrs. Hill-Lilly has served as a national consultant for over 18 years as a trainer and speaker for a number of state and federal initiatives including but not limited to; the Child and Family Service Reviews, Minority Professional Leadership Development, Making Baltimore City a Trauma Informed System, Training on Adoption Competencies, and the National Child Welfare Workforce Institute (NCWWI).  In 2019, she received the prestigious Distinguished Service Award from NCWWI for her outstanding work in the area of workforce development and in 2020, was recognized as a 100 Women of Color honoree.

Mrs. Hill-Lilly currently leads the CT DCF initiative on Racial Justice and is responsible for assisting with the development and implementation of policy, training, and coaching on issues related to race and culture throughout the agency and the community.

Mrs. Hill-Lilly holds both a bachelor's and master's degree in social work, and along with sitting on numerous Boards, Mrs. Hill-Lilly is a proud Anne E. Casey Fellow. She is also a member of The Farmington Valley Chapter of The Links Inc., The Fairfield Chapter of Chums Inc. and an Associate Member of The Greater Hartford Chapter of Jack and Jill of America.
